With reference to Your Lordship's despatch No.163 4 of 11th June, 1930, on the subject of a subsidy for Commercial
Aviation, I have the honour to inform you that after further consideration I have decided, in view of the urgent need for economy in framing the Estimates for 1931, to recommend the inclusion of a sum of $50,000 only for this purpose.

Up to the present no payment has been made from the sum voted for this purpose in the Estimates for the current year but there are indications that certain steps will before long be taken in the direction of launching some practical scheme of commercial aviation in Hong Kong. The scheme however has not yet taken shape, and I consider the entry of the sum mentioned to be sufficient evidence of the Government's sympathy.

It is not entirely impossible that there will be
justification for a larger subsidy than $50,000 before the end
of 1931: and I shall not fail to keep Your Lordship fully informed
of any developments in this matter.
